It's no secret to anyone that Her Imperious Condescension is one bad motherglubber, but it takes a special sort of ruthlessness to exile the entire adult population of your own species just to ensure complete obedience. I think that move is a perfect example of her desperation and callousness, her willingness to do absolutely anything to stay on her throne.
